GDSE Introduction |
| According to the Executive Order, the Office for the Development of the Energy Sector (GDSE) was set up on 1st January 2005. It is established to promote and coordinate activities related to the energy sector. |
The GDSE is under the supervision of the Secretary for Transport and Public Works. Its main duties are to assist the Government in formulating energy policy, to study the mid- and long-term energy resources planning and other measures, to supervise and coordinate all activities related to the energy sector, to facilitate demand-side management, to carry out energy education, and to foster the sustainable development of and the relationship between energy resources and the economy, the society and the environment. |
| Duties of the GDSE include: |
| 1. | Assisting the Government in executing its supervisory functions and formulating policies for the sector. |
| 2. | Establishing development plans of the sector and following up their execution, taking into account the socio-economic prospects and environment issues of the Macao Special Administrative Region. |
| 3. | Implementing energy policy and necessary measures for the approved plans. |
| 4. | Fostering and participating in the formulation of laws and regulations for activities in the sector, and monitoring their implementation. |
| 5. | Promoting rational use of energy products and efficient energy consumption, in order to reach the economic objective of providing a reliable and high-quality energy supply and minimizing adverse effects on the environment. |
| 6. | Formulating technical specifications and coordinating the establishment of standard for the production, transportation and storage facilities of energy products, especially in the aspect relating to environmental protection. |
| 7. | Facilitating energy products pricing study. |
| 8. | Coordinating the infrastructure projects entrusted to the GDSE. |
| 9. | Following up and monitoring the operations of the franchised public utility companies in the sector, and implementing measures necessary for potential concessions to those new businesses |
| 10. | Fostering cooperation with local and foreign public and private entities, in order to benefit from the advanced technique and regulations of the sector. |
